SieNi - Water Community
Observatories (WCO)

In partnership with SieNi, a Lausanne-based NGO, the Department of Geography of the Universidad Nacional de Colombia has engaged in an initiative to educate Colombian youth to water protection and empower them to protect the resource. Organized in teams led by their school teacher, the youngsters will identify water issues in their water-basin, and then formulate and implement an action-research project. They will have the support of their teachers (duly trained by SieNi), in addition to the scientific community of the Colombian diaspora.


The results of the water teams’ research will contribute to Community Water Observatories (CWO). A CWO is both a physical space, a stage to raise, discuss and debate issues around water in the water-basin; and a virtual space, a database storing the water team’s findings that helps to identify and monitor the situation in the water-basin. The CWOs will help guide policies on water in Colombia with the participation of local communities. The objective of the present project is to develop the online crowdsourcing platform that will host the CWOs in Colombia.


Through the CWO platform (PCWO), the water teams will delimit their water basin on an interactive map and upload data on its main characteristics and issues. Data to be collected includes: maps of the water-basin indicating latitudes, longitudes and altitudes; geo-localized pictures, text descriptions of the water basin features, statistical water-basin data (quantifications of precipitation, temperature, flow rate variations), demography of local population, and data on water as a substance (temperature, ph, dissolved oxygen, conductivity).


The platform is currently developed at IPICYT's You-i Lab team lead by Salvador Ruiz Correa , Emilio Hernández Huérfano y Leonardo Alvarez Rivera. Through the CWO platform (PCWO), the water teams will delimit their water basin on an interactive map and upload data on its main characteristics and issues. The project is funded by the Center for Cooperation and Development (CODEV) and lead by Daniel Gatica-Perez (IDIAP-EPFL) and Susana Borda Carulla (SieNi). The technological migration of the platform was accomplished on December, 2017. The team integrated by Emilio Ernesto Hernandez (IPICYT), Nohra Rodriguez Leon (UNAL) and Willington Siabato (UNAL) was in charge. As a complement to this, Emilio gave a talk about the basis and some technical details of the platform and the mobile application, and a workshop of the social problematics in which the platform has been used in Mexico.
